with rigaya you can change the bit rate even if source is HDR with the proper flag, but with HDR upconverter you have fake HDR so it does not matter anyway, it is still SDR in reality so any encoder can change the bit rate for you.
If you want true HDR with full bit rate control Unifab is not the tool for you, check reddit for that, there is only one tool able to do that
