but UniFab’s frame interpolation software changes the horizontal resolution of the output video to 852.

How can I interpolate only the frames while keeping the output video’s resolution at the same 720*480 as the input video?

For your problems, could you please use other videos to see if this is a universal problem, or just for this one ?
